scouts canada apologizes ... and does it right


In the fall of 2023, Scouts Canada issued a formal apology to First Nation, Inuit and Métis communities and did it right.

First, here is what Liam Burns, their Chief Executive Officer, Scouts Canada, posted on LinkedIn:

This week, across Canada, Scouts Canada has been delivering an apology to First Nation, Inuit and Métis communities.

Scouting has been used to strip young people from indigenous backgrounds of their culture, identity and beliefs. And we still use indigenous language and symbols without the understanding and reverence they deserve.

An apology, without action, is just words. We hope to work with indigenous communities to make sure that, at the very least, our programs cause no more harm, our young people understand the truth of our history, and we celebrate indigenous culture.

But more than that, we have to find a way for Scouting to be led and owned by indigenous communities when, and if, it is wanted by those communities.

sil #2: Indigenizing the academy (part 1: concepts)

Before COVID, I went to MacEwan University on several different occasions to attend seminars and symposia. Outside, they fly the Treaty 6 flag. On the way in, I noted that each entrance has a land acknowledgement posted in both English and Cree, on a formal plaque.

There is a wonderful Indigenous Student Center with several staff, a resident Elder, cultural ceremonies, tutoring and other educational supports. There are introductory Indigenous awareness courses.

Allard Hall, the university's new Arts and Culture Building, has an atrium named after Elder Jerry Woods, who served as an elder for MacEwan and other institutions for many years. A display on the second level of the atrium commemorates him and his legacy at the school. It has a plaque with his picture and a statement in the middle, with a picture on one side and a framed ribbon shirt on the other. MacEwan also commissioned Christi Belcourt and Isaac Murdoch to create a mural for the university.

Today, these kinds of things tend to be fairly common for many post-secondary educational institutions in Canada. Thirty years ago, were educational institutions doing anything of the sort that I shared about MacEwan?

Not in the slightest…

The foundation of education institutions here in Canada, whether at an elementary or high school level or post secondary, is a Western colonial cisgender heterosexual patriarchal one. Did I miss anything in that description? This includes a denial of what happened to indigenous peoples in Indian Residential Schools, and an insistence on conformity to the dominant culture. This education acts as if Indigenous people were from long long ago and ignores their present reality.

We are going to look at some important concepts  of indigenization and the academy related to the above example. Then we will see how these concepts could apply in a roughly parallel way to other organizations and businesses. Finally, a few comments on what we as strategically inclusive leaders can - and cannot - readily do about this, as people involved in ERGs or community organizations.

[God must be a black trans woman...]

Dr. Christena Cleveland's book, God Is a Black Woman, is definitely worth a read or three.

"And so when the Black Madonna says, I'm completely reordering the pecking order per se, it means putting black trans women at top - on the top.

So when I say if God's a black woman, then she must be a black trans woman. Yeah, I was surprised. I, I shouldn't have been because my trans friends have talked to me about TERFs [trans-exclusionary radical feminists], but I was surprised by how many people - TERFs - were really upset that I included black trans women in my discussion of God as a black woman. And it did make me more, more convinced because that, that behavior suggests that TERFs don't think that trans black women are sacred."

the queen and the homeless man

You may have read this excerpt on social media of a story about the Queen and someone at the Platinum Jubilee parade.

“Well,” said the Queen to the homeless man at the edge of the parade, “Where do you go from here?”

“I am not sure, your majesty,” the man answered with a tear. “You see I lost my job and my children have all grown up and gone on their separate ways.”

The man continued, “I am now homeless as I have nowhere else to stay.”

“Well, my friend,” the Queen replied to him, “This will never do at all!”

“I too am all alone. You can move into my palace. I’m sure we will have a ball.”

The man looked up and asked, “Will there be something to eat, dear Queen?”

"Of course," she replied, “The biggest spread of sandwiches you’ve ever seen.”

“And cups of tea and crockery that you can drop and I will never never mind.”

The man replied “Your majesty, I accept your offer. You are very, very kind.”


Hmm, you say. Really? The Queen invited a homeless man to come live in her palace?

In the midst of many people celebrating the Queen's Platinum Jubilee - 70 years of being in power as queen -- and celebrations that include Queen singing songs to the Queen -- this is what is floating around inside my head.

Why are we celebrating the long reigning leader of one of the world's greatest colonial powers that wreaked havoc on so many of God's children worldwide through enslavement, exploitation, extraction, actual genocide and cultural genocide?

It seems colonization is hard to kill and hard to repent of, but easy to hide and forget....

[shame and prejudice - a story of resilience (book and exhibition)]

Through his art, Kent Monkman has been critiquing the colonial world of the museums which have been so silent about Canada's history of colonization, which have presented the colonizers' view of history, which have whitewashed the horrible things that were done.

[LGBTQ2S artists from the north featured at Qaumajuq]

"A commitment to showcase diversity is at the heart of the Winnipeg Art Gallery's new addition, Qaumajuq, the world's largest public collection of Inuit art — and that includes highlighting a range of works by lesbian, gay, bisexual, transgender and two-spirit creators from the north."

Along with works of art by queer artists, two of the four Inuk co-curators of the inaugural exhibit are queer. You can read more and see pictures here.


What I'd like to focus on here, is some key quotes:

"I think it's a moment in time where we're ready for a push for the broader communities and every small town and everywhere to have more space and understanding for diversity and gender expression and peoples' sexual attractions." (Asinnijaq)


"The effects of colonialism and capitalism — of homophobic, anti-trans sentiments — still run deep in many communities, northern or not. It's important that we raise up these community members who are unafraid to be themselves, and I also understand that it's a privilege to be able to come out and live openly as queer." (Kablusiak)

"It's really important because I am thinking of all the young LGBTQ Inuit living all across the north, and throughout southern Canada and all around the world, and I want them to see this." (Heather Igloliorte). 


This is about representation -- seeing others like you in the world around you.
This is about returning to traditional values -- where everyone belonged and had a role in the community.

[revision and resistance - kent monkman]

In collaboration with Kent Monkman and his studio, the Art Canada Institute is publishing a book on the commission and creation of his diptych unveiled at New York’s Metropolitan Museum of Art this week. Revision & Resistance: mistikôsiwak at The Metropolitan Museum of Art, which will be available for sale in March 2020, celebrates Monkman’s groundbreaking paintings with essays by today’s most prominent voices on Indigenous art and Canadian painting. Kent Monkman is a  Cree two-spirited artist living in the Toronto area whose work I've been following for a few years. He combines traditional European painting techniques with Indigenous imagery with critiques of colonization and Eurocentric views of history.

[rise and fall of civilization - exhibit]

In the late summer of 2019, I visited the Glenbow Museum with one specific goal in mind: to see the exhibit "The Rise and Fall of Civilization" by Kent Monkman, a Cree two-spirit artist based in Toronto.

Kent Monkman’s The Rise and Fall of Civilization references the near extinction of the American bison in the 1800s when unsustainable hunting practices, used primarily by white settlers, reduced the number of bison from over 30 million to just a few hundred by the 1880s. During this time, bison or buffalo were hunted for their durable hides and their bones were used for fertilizer and in the manufacture of bone china. The buffalo meat was left to rot, decimating a food source that had sustained Indigenous peoples for generations.

[150 acts of reconciliation]

Crystal Fraser and Sara Komarnisky have written 150 Acts of Reconciliation. "Many of these are small, everyday acts that average Canadians can undertake, but others are more provocative that encourage people to think about Indigenous-settler relationships in new ways." 

The act in the above poster would be one of the more provocative ones. I had already previously been disillusioned about Canada being better than our southern neighbour after reading about our own "lack of human rights" record. Now, seeing our first prime minister was key in starting the Indian residential schools sure puts a different perspective on our country. Would it have changed much if God had put that verse in the Bible? Would the world be a better place? Would we no longer have a history of centuries of cultural genocide of indigenous peoples, of colonization, of white supremacy?

I mean, Jesus himself said things like:
“You have heard that it was said, ‘Love your neighbor and hate your enemy.’ But I tell you, love your enemies and pray for those who persecute you, that you may be children of your Father in heaven. He causes his sun to rise on the evil and the good, and sends rain on the righteous and the unrighteous. If you love those who love you, what reward will you get? Are not even the tax collectors doing that? And if you greet only your own people, what are you doing more than others? Do not even pagans do that? Be perfect, therefore, as your heavenly Father is perfect.

and yet look at the world around us and what people who call themselves Christians are saying and doing...

His Holiness Pope Francis, speaking in the Philippines last week (January 2015), expressed concerns about ideological colonization. The Associated Press reports:
Speaking about the regulation of family size, the pope said:

African bishops, in particular, have long complained about how progressive, Western ideas about birth control and gay rights are increasingly being imposed on the developing world by groups, institutions or individual nations, often as a condition for development aid.

"Every people deserves to conserve its identity without being ideologically colonized," Francis said.

"... When imposed conditions come from imperial colonizers, they search to make people lose their own identity and make a sameness," he said. "This is ideological colonization."
GLAAD also reports:
Pope Francis came out with his strongest comments against marriage equality, calling it, "ideological colonization that we have to be careful about that is trying to destroy the family."

Ironically, the Roman Catholic Church and other denominations has been engaging in ideological colonization for years, ever since they first sent missionaries out.

Oops. Of course, we don't call it ideological colonization, but evangelism, spreading the gospel, reaching the lost. Which reminds me of how easy it is to consider something good when I do it, but bad when others do it.

Take, for example, how the Unites States provides funding, training and weapons to "freedom fighters" in some countries, while at the same time fighting against terrorism in other parts of the world. The difference between freedom fighters and terrorists? Some would say it's only a few letters and a matter of perspective.


"Every people deserves to conserve its identity without being ideologically colonized"

Think about this statement. If we take Pope Francis' words seriously and put aside contradictory actions, what might this mean in our relationships with others, both individually and corporately? How can we interact with others in ways that are full of humility and mutuality?
